With Matrixrate you are able to filter the shipping to be determines based on the state entered at the cart/checkout process.

In the example CSV file you can see that when shipping to the state of Alaska and Hawaii in the USA the shipping is shown at a price of $30 but when shipping to any other state in the USA then the shipping price is $7
