To charge a flat fee

• Set Applicable Shipping Carrier/Method to No Carrier
• Add a flat fee in Pickup Price

To charge a rate calculated on pickup store address as the shipping address

• Set Applicable Shipping Carrier/Method to carrier whose shipping rates you wish to charge
